Focus aspects

The three focus aspects of the 4NI are Budget and Finance; Mandate and Roles; and Governance, Accountability and Transparency. During the initial phase of the project, the Initiative commissioned researchers to perform studies on the respective aspects, to serve as starting-points for further consultation and dialogue with the Member States and the UN Secretariat. The Four Nations Initiative will look specifically at the mandate and roles of the UN Secretariat in view of the profound changes that have taken place over the last decade, not least in terms of the increasing number of field operations. The present interaction, formal and informal, between Member States and the UN Secretariat needs to be analysed in order to achieve an improved and more rational governance structure. Issues of accountability and transparency are vital in this regard. Strategic guidance from Member States should be combined with stricter accountability from the UN Secretariat.

Aspects of UN budget and financing PDF Print

Financial governance is today fragmented. The regular budget represents far less than half of the total budget. The rest consists of various voluntary contributions and several hundred trust funds and special accounts. Yet, the present governance system focuses on the regular budget. It should be in the interest of all parties to establish a governance structure that deals with the total budget.
