On Thursday 13 September 2007, the 4NI presented its final report to the Member States in the Trusteeship Council Chamber at the UN, New York. All Member and Observer States had been invited to the event. The powerpoint-presentation that was used can be down-loaded here.
The presentation to the Member States was followed by meetings and presentations to the new President of the General Assembly Mr. Srgjan Kerim and to Secretary-General Ban Ki-Moon. A smaller seminar was arranged in cooperation with the International Peace Academy and special briefings were made to key Secretariat representatives.
The final proposals report Towards a Compact has been distributed to all UN Member States and to the UN Secretariat. We invite all to discuss the proposals and give their comments. Towards a Compact was formally approved by the 4NI Steering Committee at a meeting in Bangkok, Thailand. The document focuses on the broad issues of governance and management - with a Member States perspective. More specifically it discusses questions of accountability and transparency in connection to three central work processes of the UN: the mandate cycle, the planning and budgetary process and human resources. There are proposals and ideas on how to improve dialogue and arenas; between the Member States and between Member States and the UN Secretariat. Last but not least the 4NI points onwards to the possibility of a new Compact between Member States on these vital issues. The report, contains 32 specific proposals on improved governance and management of the UN Secretariat, as seen from a Member States perspective. It is offered as a contribution to the ongoing processes in the UN, with the objective of providing new ideas and a point of departure for further discussions. The proposals are the result of six months of extensive consultations with Member States and UN Secretariat representatives. The 4NI expresses its gratitude to all actors who have contributed with suggestions, ideas and recommendations during the consultation process.
